Abstract

ABSTRAK MAGFIRA, Nomor Stambuk B 101 16 066, Program Studi Administrasi Publik, Jurusan Ilmu Administrasi, Fakultas Ilmu Sosial dan Ilmu Politik, dengan judul skripsi “PERILAKU APARATUR BIROKRASI DALAM PELAYANAN PUBLIK DI KANTOR KECAMATAN DAMPAL SELATAN KABUPATEN TOLITOLI”. Dibawah bimbingan Ibu Hj.Suasa. Penelitian ini bertujuan untuk mengetahui Perilaku Aparatur Birokrasi dalam melayani masyarakat, apakah sudah sesuai dengan yang diharapkan sehingga dapat memuaskan masyarakat. Penelitian ini dilakukan di Kantor Kecamatan Dampal Selatan dengan menggunakan teori yang dikemukakan oleh Supriatna dengan aspek Tanggung Jawab, Responsivitas, Komitmen dan Konsisten. Penelitian ini menggunakan dasar penelitian kualitatif dan tipe penelitian deskriptif. Dalam penelitian ini pemilihan informan dilakukan secara purposive sampling, dimana peneliti memilih orang – orang yang akan diwawancarai yang berpotensi dapat memberikan informasi sehingga dapat menjawab permasalahan penelitian. adapaun yang menjadi informan dalam penelitian ini yaitu Sekertaris Camat, Kasi Pemerinatahan, Kepala Desa Bangkir, Kepala Desa Tampiala, dan Masyarakat Kecamatan Dampal Selatan. Berdasarkan hasil penelitian yang dilakukan dapat disimpulkan bahwa perilaku aparat di Kantor Kecamatan Dampal Selatan belum baik dalam melayani masyarakat sehingga belum sesuai dengan apa yang diharapkan masyarakat, dilihat dari aspek tanggung jawab, responsivitas, komitmen dan konsisten. Dalam hal ini aspek komitmen dan konsisten menjadi permasalahan, dimana masih ada saja aparat yang belum dapat konsisten dengan komitmen yang telah ditetapkan seperti masih ada aparat yang tidak berada ditempat kerjanya pada saat ada masyarakat ingin dilayani dikarenakan aparat datang diluar waktu yang telah ditetapkan dan biasanya ada aparat yang keluar kantor dijam kerja tanpa alasan sehingga membuat masyarakat menunggu. ABSTRACT Magfira, Number Stambuk B 101 16 066, Public Administration Study Program, Department of Administrative Sciences, Faculty of Social and Political Sciences, with the title of THESIS "BEHAVIOR APPARATUS BUREAUCRACY IN PUBLIC SERVICE IN THE OFFICE OF SOUTH DAMPAL DISTRICT OF TOLITOLI DISTRICT". Under the guidance of Mrs. Hj. Suasa. This research aims to determine the conduct of bureaucratic apparatus in serving the community, whether it is in accordance with the expected so that it can satisfy the community. This research was conducted in the South Dampal Sub-district office by using the theory proposed by Supriatna with responsibility, responsiveness, commitment and consistent aspects. This research uses the basis of qualitative research and type of descriptive research. In this research the selection of informant is conducted in purposive sampling, where researchers choose people to be interviewed who can potentially provide information so as to answer the problem of research. The Bustan that became the informant in this research is Sekertaris Camat, Kasi Pemerinatahan, head of Desa Bangkir, head of Tampiala village, and people of South Dampal district. Based on the results of the study can be concluded that the behavior of the apparatus in the office of the South Dampal subdistrict has not been good in serving the community so that it has not been in accordance with what the community expects, judging by the aspect of responsibility, responsiveness, commitment and consistent. In this aspect of commitment and consistency to be a problem, where there are still officers who have not been able to be consistent with the commitments that have been established such as there are officers who are not at work at the time of the community want to be served because the apparatus came outside the time set and there is usually an apparatus that out of office hours without reason so that the community waiting.
