Efektivitas Peraturan Daerah Kota Palu Nomor 3 Tahun 2018 Tentang Penanganan Gelandangan Dan Pengemis

This study aims to examine the effectiveness of the implementation of Palu City Regional Regulation Number 3 of 2018 concerning the Handling of Homeless Persons and Beggars. The background of this research is based on the persistence of homeless individuals and beggars in Palu City despite the enactment of the regulation as an effort by the local government to maintain public order and improve social welfare. This study employs an empirical legal research method with a qualitative approach. Data were collected through interviews, observations, literature review, and documentation involving the community and relevant institutions such as the Social Affairs Office and the Civil Service Police Unit (Satpol PP) of Palu City. The results indicate that the implementation of Regional Regulation Number 3 of 2018 has not been effective. Preventive and repressive measures stipulated in the regulation have not been optimally implemented due to limitations in human resources, budget, infrastructure, and lack of coordination among relevant agencies. In addition, uneven socialization and low public legal awareness also hinder the implementation of the regulation. As a result, the number of homeless individuals and beggars in Palu City has tended to increase over the past two years. This study recommends that the Palu City Government increase budget allocation, strengthen inter-agency coordination, expand economic empowerment programs, and conduct more extensive public outreach to support more effective and equitable law enforcement
