The implementation of Electronic Traffic Law Enforcement (ETLE) represents a form of modernization in traffic law enforcement aimed at improving the effectiveness, transparency, and accountability of traffic violation enforcement. However, the implementation of the ETLE system has generated new legal issues, particularly concerning legal protection for vehicle owners who are administratively registered but are not the actual violators. This problem frequently occurs when vehicles have changed ownership but the transfer of ownership has not been officially registered, resulting in administrative responsibility remaining with the previous owner. This study aims to analyze the mechanism of legal protection for vehicle owners in the implementation of ETLE and to evaluate its effectiveness in Central Sulawesi, particularly in Palu City. The research method used is empirical legal research with a sociological juridical approach. Data were collected through literature review and field research in the form of interviews with ETLE Back Office officers at the Traffic Directorate of the Central Sulawesi Regional Police and vehicle owners who received ETLE violation confirmation letters. The results of the study show that, normatively, the ETLE system provides preventive legal protection through confirmation and clarification procedures, as well as repressive legal protection through the possibility of resolving cases in court in accordance with statutory regulations. However, in practice, the implementation of such legal protection has not been fully effective. This is indicated by the predominance of violation settlements without court proceedings, limited clarification access that still requires physical presence, and the dependence of the ETLE system on vehicle registration data that is not yet fully accurate. These conditions potentially create administrative burdens and legal uncertainty for vehicle owners. This study concludes that although ETLE is effective in improving the detection and enforcement of traffic violations, legal protection for vehicle owners in Central Sulawesi still requires strengthening, particularly through the optimization of online clarification mechanisms, improvement of the accuracy of vehicle ownership data, and reinforcement of the principle of due process of law in every stage of technology-based law enforcement.
