Abstract

ABSTRACT
Ita Patalimpo,STAMBUK C 20224052 This study aims to analyze human
resource management strategies in supporting the implementation of contextual
and participatory sustainable fisheries policies at the Fisheries Office of Banggai
Kepulauan Regency. Employing a qualitative approach with a case study design,
primary data were collected through in-depth interviews with nine key informants,
Focus Group Discussions, observations, and document analysis. Informants were
selected purposively based on their positions, work experience, and direct
involvement in fisheries management. Data were analyzed using thematic analysis
techniques and a SWOT matrix.
The findings reveal that human resource management at the Fisheries Office of
Banggai Kepulauan Regency possesses key strengths, notably the considerable
work experience of civil servants and strong team cohesion. However,
management practices have not yet reached optimal effectiveness due to several
limitations: training programs remain unsystematic, incentive systems are not yet
aligned with sustainability objectives, and participatory coordination with fishing
communities lacks structured mechanisms.
Internal factors influencing the effectiveness of human resource management
include staff experience, technical competence, training availability, incentive
structures, and organizational coordination patterns. External factors encompass
policy support, budgetary allocation, community participation, inter-island
infrastructure constraints, and climate change impacts.
Strategies formulated through SWOT analysis include: (1) strengthening
community participation, (2) enhancing civil servant capacity, (3) leveraging
policy and budgetary support, and (4) reinforcing incentive systems and
participatory coordination mechanisms.
This research underscores that adaptive, context-sensitive, and participatory
human resource management constitutes a critical determinant for the successful
implementation of sustainable fisheries policies in archipelagic regions.
