This research aims to determine the conformity of the implementation stages of the Development Planning Deliberation for the Regional Government Work Plan (Musrenbang RKPD) in Tinangkung Selatan Subdistrict, Banggai Kepulauan Regency, with the provisions of Minister of Home Affairs Regulation Number 86 of 2017, and to examine the function of Musrenbang in realizing community participation in the regional development planning process. This research uses empirical legal research or juridical-empirical research, using primary data obtained through interviews and questionnaires, as well as secondary data obtained from legislation, official government documents, books, journals, and other relevant sources. The results of the research show that the implementation stages of the RKPD Musrenbang in Tinangkung Selatan Subdistrict, Banggai Kepulauan Regency, have generally fulfilled the formal-administrative aspects, particularly in terms of forum implementation, submission of proposals from the village level, discussion in the subdistrict Musrenbang, priority setting, preparation of minutes of meeting, and follow-up of Musrenbang results into the regional development planning process. However, substantively, the implementation has not been fully optimal because there are still obstacles in the input and follow-up of proposals through the Regional Government Information System (SIPD), especially when proposals listed in the Village Government Work Plan Proposal List (DU-RKP Desa) do not correspond to the fields or categories available in the system. In addition, Musrenbang has functioned as a formal means of community participation, but has not been fully optimal substantively due to limited public understanding, less than optimal community attendance, disappointment with unrealized proposals, and the lack of clear information regarding the follow-up of community proposals.
