APPLICATION OF ELECTRONIC GOVERNMENTNN E-KTP SERVICE AT THE PALU CITY DEPARTMENTOF POPULATION AND CIVIL REGITRATION PALU CITY

ABSTRAK
Non Sri Febby Yanji Stambuk B 401 19 154, judul “Penerapan Elektronik
Governtment Dalam Pelayanan E-KTP Pada Dinas Kependudukan dan
Pencatatan Sipil Kota Palu” (Bapak Sasterio selaku pembimbing I dan Bapak
Yunus selaku pembimbing II). Penelitian ini bertujuan untuk mengetahui
bagaimana Penerapan Elektronik Governtment Dalam Pelayanan E-KTP Pada
Dinas Kependudukan dan Pencatatan Sipil Kota Palu. Penelitian ini menggunakan
teori Sharon S. Dawes. Penelitian ini menggunakan pendekatan kualitatif dengan
tipe deskriptif. Dalam penelitian ini pemilihan informan diambil secra purporsive,
yaitu peneliti secara sengaja memilih orang-orang yang dianggap memahami
masalah yang diteliti. Informan dalam penelitian ini berjumlah 5 orang yaitu
Kepala Seksi Identitas Penduduk, Staf Operator, Kepala Seksi Pendataan
Kependudukan, Staf Perekaman E-KTP dan masyarakat sebagai pihak yang
melakukan pembuatan E-KTP. Hasil dari Penelitian ini yaitu Penerapan
Elektronik Goverment Dalam Pelayanan E-KTp Pada Dinas Kependudukan dan
Pencatatan Sipil Kota Palu telah dilaksanakan dengan baik namun belum
maksimal dalam mensosialisasikan kepada masyarakat mengenai Pelayanan
Online melalui Website Dukcapil sehingga masih minim pengguna dan juga
masih terkendala pada faktor jaringan.

Government Electronics in E-KTP Services at the Population and Civil
Registration Office of Palu City" (Sasterio as supervisor I and Yunus as
supervisor II). This study aims to find out how the application of electronic
government in e-KTP services at the Palu City Population and Civil Registration
Service. This study uses the theory of Sharon S. Dawes. This research uses a
qualitative approach with a descriptive type. In this study the selection of
informants was taken purposively, namely researchers deliberately chose people
who considered understanding the problem under study. There were 5 informants
in this study, namely the Head of the Population Identity Section, Operator Staff,
Head of the Population Data Collection Section, E-KTP Recording Staff and the
community as the party making the E-KTP. The results of this study are that the
implementation of electronic government in E-KTP services at the Population and
Civil Registration Office of Palu City has been carried out well, but it has not
been optimal in outreach to the public about online services through the Dukcapil
website so there are still minimal users and also still constrained by network
factors.
