The objectives of this study are : 1. To analyze the effectiveness of Regional Levies in Achieving the Target of Regional Original Income 2. To analyze the inhibiting factors of the effectiveness of Regional Levies in Achieving the Target of Regional Original Income. This study uses a qualitative method. The research location is the Department of Transportation, Banggai Laut Regency. The selection of informants used purposive, namely the technique of determining informants with certain considerations by determining 5 informants. Data were collected through observation, interview, and documentation techniques. In this study, the researcher used the Milles Hubermen's Interpretation analysis approach. The results of the study are 1. The effectiveness of regional levies in achieving local revenue targets (PAD) at the Banggai Laut Regency Transportation Service with indicator 1). Goal Achievement. has not been implemented properly 2). Integration has not run optimally. 3). Adaptation, there are still officials who are not satisfied in the management of user fees.
