Handling Homeless and Beggars at the Social Affairs Office, Supervisor I Daswati
and Supervisor II Nurhannis
The purpose of this study is to determine the implementation of policies for
handling homeless and beggars in Palu. This was qualitative research. Data
collection techniques were observations, interviews, and documentation activities.
There are 7 Informants involved in this study. The data collected was filtered and was
selected based on needs which were then analysed using a qualitative descriptive
method. Indicators used in this study were such as communication, resources,
disposition and bureaucratic structure. Based on the results of research and
observations in the field, it shows that efforts to implement the policy are carried out
by Social Affairs Office of Palu through four indicators as a benchmark. The four
indicators are seen in terms of communication, namely regarding the socialization
carried out by the Social Affair Office which is not comprehensive to every
community in Palu and is not consistent. In terms of resources, there are still many
deficiencies in terms of facilities and infrastructure to support the implementation of
the policy properly. Then from the disposition or commitment built by the Social
Affair Office to carry out the regulations, there is still a lack of seriousness in
implementing existing regulations, and the next thing is seen through the
Bureaucratic Structure, namely in this case the establishment of work units to handle
existing problems has been carried out in the form of Halfway Houses as the starting
point for dealing with Homeless and Beggars.
