IMPLEMENTASI KEBIJAKAN PENGEMBANGAN OBJEK WISATA DI DESA SALUMBIA KECAMATAN DONDO KABUPATEN TOLITOLI

Object Development Policy in Salumbia Village, Dondo District, Tolitoli
Regency".Supervised by the main supervisor Asrifai and assistant supervisor La
Husen Zuada.
This study aims to find out how the implementation of the policy for
developing tourist attraction areas in Salumbia Village. The theory used in this
study is the theory of George Edward III, namely there are four aspects, namely
communication, resources, disposition, and bureaucratic structure. This research
uses descriptive research type and qualitative research basis. The informants
selected were the head of the culture and tourism office of Tolitoli Regency, the
secretary of the Tolitoli Regency culture and tourism office, the head of the
Destinations section of the Toloitoli Regency culture and tourism office, the head
of Salumbia Village, the secretary of Salumbia Village, the surrounding
community as well as the manager of the tourist attraction of Salumbia Village.
The data collection technique in this research is literature study, with the
techniques of observation, interviews and data collection and drawing
conclusions.
Based on the results of this study, it can be said that in the implementation
of the policy implementation of developing tourist attraction areas in Salumbia
Village, Dondo District, Tolitoli Regency, it can be said to be quite successful in
accordance with George Edward III's theory, namely 1). The communication that
exists between the community and policy implementers is quite good, although not
all community members get the same clarity as that obtained by policy
implementers related to policies issued by the government. 2). The resources of
policy implementers are not sufficient to manage the existing tourism potentials.
3). The disposition or attitude of the implementers is good, in the sense of
knowledge and understanding of the instructions for carrying out duties and
responsibilities as well as awareness in implementing policies in accordance with
the goals set. 4). The bureaucratic structure of the policy implementers is good,
the implementation of the policy implementation has referred to standard
operating procedures and the regional tourism development master plan, so that
there are no more mistakes in implementing the development of tourist attraction
areas.
