Empowerment is made to bring about changes in fishermen so that they feel capable, empowered, and can fulfill their basic needs. The research objective was to determine the process and form of empowerment and to formulate strategies to empower fishermen in Buol Village. The approach used is a descriptive qualitative approach. Data collection is used by means of observation and, documentation, interviews and literature research. The data analysis technique used was data reduction, data presentation and conclusion drawing.
The results of the study show that the empowerment process takes place gradually through the awareness stage, capacitating (training), and the empowerment stage. The implementation of the empowerment program carried out by the Department of Marine Affairs and Fisheries in Buol Village has not been implemented optimally as evidenced by the existence of several empowerment programs designed by the government, but the empowerment has not been carried out at Nelyan in Buol Village. The strategy designed by the government in empowering fishermen by providing assistance in accordance with what fishermen need as support from the government to fishermen in improving the economy and social welfare.
