SKEMA PENGANGGARAN PADA KAWASAN EKONOMI KHUSUS (KEK) PALU

This study aims: firstly to describe the
understanding of SEZ management apparatuses
to the Palu SEZ development budgeting scheme.
Second, to synthesize the meaning of the Palu
SEZ development budgeting scheme. This
research is a qualitative research with a
phenomenological approach. Data sources
derived from interviews, observations and
document analysis. The analytical method used
by Edmund Husserl's transcendental
phenomenology is intentional analysis of noema
and noesis, epoche, and eidetic reduction. The
results of this study indicate three things,
namely: (1) There are Limitations of the
Government Budget in the Development of Palu
SEZ due to failure in planning, regulation and
natural disasters. (2) Optimizing the Role of
Private Sector in the Development of Palu SEZ
is needed. (3) Budgeting Scheme for the
Development of KEK Palu through APBD,
APBN, Private or Public Government / Business
Entity Cooperation. This budgeting scheme is
implemented in several components, namely the
budgeting scheme for land acquisition
procurement, the infrastructure development
budgeting scheme, the capital investment
budgeting scheme and the operational budgeting
scheme, which is interpreted as the
Mositombongi scheme
